The Economics of WhalingThis study was commissioned to investigate anecdotal information to determine whether commercial whaling is economically viable in its own right or whether it has only been made viable due to government subsidies. Economic information such as the operational costs of running a whaling vessel, market prices and sales of whale meat and blubber, marketing costs, processing and storage costs and government subsidies in Norway and Japan were analysed to discover the net economic impacts of whale-hunting in these whaling countries. Offshore Special Areas of Conservation – Development of Impact AssessmentsThis project’s objectives are to further develop eftec’s method for undertaking Impact Assessments (IAs) for offshore SACs and apply it to prepare IAs for two proposed sites likely to be consulted upon by JNCC during 2009. A ‘consultation IA’ produced by eftec is used by JNCC in its public consultation on site designation, feedback from which is used to complete final IAs to inform ministerial decisions on submitting sites for designation. Willingness to Pay for a Social Tariff for Water Serviceseftec designed an internet-based willingness to pay survey to assess customers’ willingness to support in principle and pay for a social tariff for water services. The social tariff structure involves giving discounts on water bills to vulnerable groups - while not creating a disincentive for water efficiency. Valuing Transport’s Impact on the Natural LandscapeThe study organised a stated preference survey in three phases: 1) initial research to define typical landscapes and transport schemes that affect them, to set the economic valuation context and method selection; 2) test the survey instrument and value transfer model; 3) implement the stated preference survey, data analysis and reporting. The study developed transferable monetary values for the impacts that individual transport schemes have on the natural landscape in England. The addition of landscape values into NATA in monetary terms: (i) enables the direct comparison of impacts on the landscape to more traditional monetary costs and benefits in transport appraisal; and (ii) provides useful information concerning landscape mitigation measures for individual schemes.2008Land Use, Air Quality, BiodiversityTransportValuation
Resource Equivalency Methods for Assessing Environmental Damage in the EU (REMEDE)This study contributes to the implementation of the Environmental Liability Directive (ELD) with regard to the prevention and remediation of environmental damage. REMEDE has developed, tested and disseminated resource equivalency methods. The project draws from the experience of both the US and EU Member States, and brings together ecologists, economists and legal experts from the USA and Europe under the umbrella of a 15-partner consortium. eftec is the project coordinator. The project produced several deliverables including a legal analysis of ELD and related Directives; literature review; a Toolkit of equivalency analysis and case studies. Willingness to Pay and Cost Benefit Analysis for Company ServicesA stated preference survey (using a choice experiment design) was implemented, which allowed to assess the value to their business and residential customers of a wide variety of their services, comparing quality of supply and environmental outcomes to bill levels. The project was undertaken in four phases: (1) design of stated preference survey (including pilot to confirm robustness); (2) large scale customer survey; (3) analysis of survey results and production of willingness to pay estimates; and (4) cost benefit analysis for sewage flooding and odour from treatment works. The report contains information on customers’ socio-economic characteristics and their willingness to pay for different environmental and water services outcomes.The results allow to assess the value of different levels of service in accordance with regulatory requirements for the 2009 Price Review, and in particular to guide investments in measures to reduce sewage flooding and odour from sewage treatment works.2008WaterWater Management, Waste Water ManagementPolicy Design
Offshore Special Areas of Conservation – Development of Impact AssessmentsThe UK is preparing to designate SACs (as required under the EU’s Habitats Directive). eftec conducted the Impact Assessments (IAs) for seven sites consulted upon by JNCC during 2008. The draft IAs were based on the boundaries and features of the proposed sites, data on current activities affecting the sites; information gathered through consultation with those with economic interests relating to the sites; and assumptions about the likely management implications (e.g. Fisheries restrictions) of conserving the sites. eftec also advised JNCC on questions for the consultation stage of the Impact Assessment. Finally eftec incorporated the feedback received from the consultation into the IAs. Draft impact assessments support consultation on designation of Marine SACs. Environmental Economics Panel Framework AgreementThe purpose of the framework agreement is to provide consultancy services on a “call off” basis, as and when required by OFGEM. The likely topics include (i) integrating environmental considerations into economic decisions, e.g. through the use of shadow pricing; (ii) understanding the interaction of environmental policy instruments and the implications for energy consumers; (iii) implementation of economic instruments and understanding the implication for energy markets; (iv) understanding consumer preferences on a broad range of environmental issues related to the energy sector; (v) valuing the impact on landscape and visual amenity of development such as overhead lines and (vi) economic evaluation of demand side management policie. 2008-EnergyValuation, Policy Design, Policy Appraisal
