| Example of Cost-Benefit Analysis for Groundwater Remediation in the UK | This case study of two hybrid-sites based on real data provides an opportunity to test the cost-benefit analysis framework for groundwater remediation development by EFTEC and Komex for the Environment Agency (see the description of report No. 65). It is an interesting example illustrating co-operation between private sector and the Environment Agency for research and development purposes. | 2001 | Groundwater | - | Policy Design | |
| The External Benefits of Undeveloped Land: A Review of the Economic Literature | The study aims to provide a greater understanding of the economic value of different types of undeveloped land in the UK through the identification of values for the external benefits provided by such land. Through analysis of the economic literature, the report provides the range of available estimates of the external benefits of undeveloped land. The report also advises on the use of these values in land use planning policy design and appraisal. Finally, recommendations are made to fill the gaps in the literature with specific focus on the design of an economic instrument for land use planning. | 2001 | Land Use, Landscape Management, Biodiversity | Agricluture, Housing | Valuation, Policy Design | |
| Market-Based Instruments in the United Kingdom: Consultancy to Support the Work on Modernising the Economy | The report contains an analysis of the objections to environmental taxes in terms of their impact on competitiveness and equity and how they may be overcome by careful design of the instrument or by other means. The report also provides practical examples from the UK and internationally. | 2000 | - | - | Policy Appraisal | |
| Valuation of Increased Flow in a UK River | This study assesses changes in fish populations, plant ecology, benefits of improved navigation, visual impacts and water quality changes due to increased flow in a UK river by a benefits transfer exercise. The benefits used are taken from the relevant economic valuation literature. | 2000 | Water | Water Management | Policy Design | |
| Monetising Environmental Policy Benefits, Priotisation in Environmental Policy and Cost-Benefit Analysis | This study assesses the benefits in monetary terms of the environmental policy actions concerning climate change, acidifying pollutants, contaminated land, eutrophication, noise, toxic and hazardous materials and waste management using actual data from The Netherlands. The methodological part of the study focuses on the use and limits of cost-benefit analysis as a tool for environmental policy. | 2000 | - | - | Policy Design | |
| Diffuse Pollutants in Groundwater: Economic Appraisal | The project estimates the reduction in the overall costs to society of diffuse pollution by pesticides and nitrates, taking into account economic and environmental impacts of manufacture, use, monitoring and treatment. A cost-benefit analysis framework for baseline and five future scenarios was implemented in three case study catchments areas. | 2000 | Groundwater | - | Policy Design | |
| Institutional Capacity Building of the Turkish Ministry of the Environment Regarding Solid Waste Management | Within this two-year multidisciplinary project, eftec provided: (1) a review of economic instruments and voluntary agreements in waste management and their potential use in Turkey; (2) an assessment of the local authority financial system for solid waste collection and disposal with the view to advice on better uses of the current funds and (3) a cost-benefit analysis framework through which waste management options can be compared, tested and approved. | 2000 | Waste | Waste Management | Policy Appraisal | |
| West Coast Route Modernisation Programme – A Stated Preference Survey | The project designed and implemented a stated preference questionnaire to support the project appraisal effort for the changes in the train journey and external impacts of rail due to the investments in the West Coast Route (between London and Glasgow). The benefits of the project include increased frequency and number of trains, decreased journey time and reduced overall local and global airborne emissions. The latter occurs due to the modal shift estimated from road to rail transport as a result of the project. The costs of the project include increased noise and vibration in some locations along the route. The stated preference questionnaire is designed to estimate the relevant affected population’s willingness to pay to secure the benefits and to avoid the costs of the project. | 2000 | Land Use, Noise | Transport | Valuation, Policy Design | |
| Valuing our Recorded Heritage | The study develops and tests a methodology for carrying out cost-benefit analysis across the range of options for the preservation of recorded heritage addressing the identification of relevant cost and benefit elements of the preservation, testing of contingent valuation technique for the identification of benefits and an expert panel survey with the same aim. One of the outputs of the study is a workbook for preservation officers in libraries, archives and relevant museums. In addition, two pilot contingent valuation surveys were implemented in Hulton Getty Picture Library and the Surry History Centre. There is an article summarising the work in the autumn 2000 issue of the journal Cultural Trend. | 2000 | Cultural Heritage | Libraries/Archives | Valuation | |
| The Theory of Hedonic Markets: Obtaining Welfare Measures for Changes in Environmental Quality Using Hedonic Market Data | The study presents the theoretical meaning of willingness to pay quoted in hedonic pricing studies. It defines the major factors contributing to the reporting of different results from different studies and assesses whether these values represent comprehensive measures of the economic welfare changes associated with exposure to noise pollution. Finally, the study advises on the transferability of the current literature. | 2000 | Noise | - | Valuation | |
