| Economic Assessment of Priorities for a European Environmental Policy Plan | The study provides, from a welfare economics perspective, information to set priorities for the implementation of the 5th and 6th Environmental Action Programme of the European Commission by: (a) establishing indicators for prioritising different policy targets and policy options based on the criteria of economic efficiency, cost-effectiveness, environmental effectiveness, distributional fairness and sustainable development; and (b) establishing criteria to determine which policy options are best effected at EU level and which are best effected at Member State level. The study covers the following environmental problems: climate change, stratospheric ozone depletion, acidification, biodiversity conservation, coastal zone management, heavy metal emissions, water use, eutrophication, soil contamination, urban stress (to include particulates emissions and noise), tropospheric ozone, forestry, waste management and major accidents (to include nuclear accidents and oil spills). | Predicting and Valuing Informal Recreation Use of Inland Waterways | This project uses the Arc/Info GIS package to develop a travel cost model to predict the number of visitors at waterway sites. From this, estimates are made of the economic value placed on the sites by visitors. | Guidance on Stated Preference Techniques for the Monetary Valuation of Non-Market Effects | This report contains guidance on the choice of the appropriate stated preference technique (contingent valuation, contingent ranking, choice experiments and contingent rating), questionnaire design, sampling methods, data analysis and validity and reliability testing of the results. The guidelines are an updated and UK specific version of the NOAA (National Oceanographic and Atmospheric Association – USA) guidelines for contingent valuation prepared in 1993. The full manual is published by Edward Elgar Publishing with the title ‘Economic Valuation with Stated Preference Techniques: A Manual’ in 2002 (Bateman et al, 2002). | Poverty – Environment Linkages within the Poverty Reduction Strategy Paper of the Republic of Azerbaijan | Low income countries have started a process of preparing poverty reduction strategies to act as their development plans on the basis of which they receive international grants and credits. Eftec contributed to the mainstreaming of environmental concerns into this strategy for Azerbaijan. This involves identifying the links between poverty and environment and policy options that address both or compensate the negative impacts of poverty reduction strategies on the environment and vice versa. Such policy options cover natural resource management, agriculture, rural energy, public health, hazardous waste management, institutional reform, public awareness and empowerment, and macroeconomic reforms.
