| External Costs of Transport Emissions | The study analyses the environmental impacts of road vehicles using petrol, diesel and natural gas. The analysis also includes the effects of geographical location on environmental impacts, i.e. the difference between affected populations in rural and urban areas. The report is now a journal article (Fuel and Location Effects on the Damage Costs of Transport Emissions) published in the January 1997 edition of Journal of Transport Economics and Policy. | 1994 | Air Quality, Land Use, Public Health | Transport | Valuation | |
| Economic Evaluation of Damages Caused by Acidifying Pollutants, Covering the UNECE Region | This project brings together scientists and economists specialising in measuring damages from acidifying pollutants. The project identifies the physical damage of these pollutants on human health, forests, crops, freshwaters, and buildings and materials; reviews the literature on evidence of dose-response relationships and within the limits of data availability, establishes monetary values for some of these damages. The report is now available as a book (Acid Rain in Europe: Counting the Costs) published by Earthscan, London. | 1994 | Public Health, Air Quality, Water | Forestry, Built Environment, Agriculture | Valuation, Policy Design | |
| The North Sea Water Quality Information System (NSWQIS): A Cost Benefit Assessment | This study is a Cost Benefit Analysis for an information service on the North Sea. The NSWQIS provides information on the physical and chemical quality of the North Sea waters. In the first phase of the study the potential users of such a system are identified. In the second phase, written questionnaires and telephone interviews were conducted with these users. Finally, the potential costs of the system are compared with the potential benefits over a period of 50 years. The report was submitted to the MegaScience Forum in January 1995. | 1994 | Marine Ecosystems | Fisheries, Ecotourism | Policy Appraisal | |
| Assessing the Environmental Costs and Benefits of Renewable Energy Technologies in Scotland | This study investigates the environmental externalities of the wind, hydro, energy crops, incineration and landfill gas combustion fuel cycles. Fuel and Life Cycle Analysis and economic valuation techniques are applied for generic (e.g. global warming) and semi-generic (e.g. acidification) externalities. Qualitative guidelines are devised to minimise the site-specific externalities (e.g. noise from wind farms). The findings of the report are used in the policy planning process of the Second Scottish Renewable Order, a subsidy scheme for the development of renewable energy technologies in Scotland. | 1994 | Air Quality, Land Use | Energy | Policy Design, Policy Appraisal | |
| The Economics of Global Warming | The project provides ten fact sheets prepared as a part of a dossier on the economic impacts of and responses to global warming include the economics of risk avoidance, global warming and acid rain, global warming and the Global Environment Facility, attributing responsibility for global warming, insurance funds for vulnerable states; economic distortions in energy markets; energy conservation; fuel switching; the economics of new technologies; and macroeconomic impacts of climate policy. | 1993 | Climate Change | Energy | Valuation | |
| Market Based Instruments for Environment Policy in Asia | The study consists of a review of the theory and practice of applying economic instruments for environmental policy with a focus on the Asia Pacific Region. The sectors covered in the analysis include mining, timber, fisheries and coastal resources, ecotourism, land conversion, water use and population, energy, transport, population control, agriculture, solid waste management and air pollution. The study is now part of a book (Financing Environmentally Sound Development) published by the Asian Development Bank. | 1993 | Water, Land Use, Waste | Mining/Non-Fuel Minerals, Forestry, Fisheries, Coastal Resources, Ecotourism, Energy, Transport, Agriculture | Valuation | |
| Economic Appraisal of Inadequate Response to a Flood Emergency | This study utilises a Cost-Benefit Analysis and standard depth-damage cost evaluations to calculate the economic impacts of an inadequate response to a flood emergency. The analysis uses one rural (Keadby, South Yorkshire) and one urban (Nottingham) case study for illustration. | 1993 | Water, Land Use, Flood Risk Management | Flood Risk Management | Policy Appraisal | |
| The Externalities from Landfill and Incineration | The study identifies and quantifies the external costs and benefits of landfill and incineration in the United Kingdom. The project analyses waste generation in the UK, pollution profile of landfills and incinerators, and the theory and practice of economic valuation form the core part of the report. The project feeds the discussion of the case for the subsequent UK landfill tax and its appropriate level. | 1993 | Waste | Waste Management | Policy Design | |
| Internalisation of Environmental External Costs and Resource Values | The study analyses the ways in which the environmental costs and resource values can be internalised within commodity prices. The analysis also covers institutional and trade aspects of this internalisation and examines the price and environmental profiles of commodities from agriculture, non-fuel minerals, fisheries and forestry sectors. | 1993 | Water, Land Use | Trade, Agriculture, Mining/Non-Fuel Minerals, Fisheries, Forestry | Valuation | |
| Poverty Alleviation and Land Degradation in the Drylands | The study provides recommendations on how to incorporate poverty concerns into the Desertification Convention. This includes a review of land, soil and water management options and ways to remove market and policy failures to create incentives for soil and water conservation. Policy issues include food for work, improved infrastructure, migration, decentralisation and greater NGO involvement. Interviews were conducted with leading NGOs, including Action Aid, SOS Sahel and Oxfam and recommendations were presented at international, regional and national levels. | 1993 | Water, Land Use | Agriculture, Water Management | Policy Appraisal | |
