| Understanding the Environmental Impact of Communication Systems | The aim of this study was to provide the UK Office of Communications (Ofcom) with understanding of the environmental impacts of communications systems and applications. It examines both the direct effects, arising over the life-cycles of communications systems, and indirect impacts, where communications applications influence economic processes and consumer behaviours thus affecting their environmental impacts. To inform the East of England Development Agency's decision-making on whether to support the project financially, this study outlines the expected economic benefits of the project. Such benefits include: improved flood protection on the surrounding estuaries; saved flood defence maintenance spending; increased economic activity from site development and management, and additional visitor spending in the local economy. Strategic benefits such as soil disposal from major infrastructure projects, and ecosystem services benefits such as carbon and nutrient absorption, are also examined. | 2008 | Landscape management, conservation | Coastal defence, flood risk management | Valuation | | | Costs of Illegal, Unreported and Unregulated (IUU) Fishing in Europe | The study reviews evidence on the rates of IUU fishing in European waters, and on the costs associated with IUU activities. The study develops a simulation model for fisheries at the Large Marine Ecosystem scale, using a surplus production model applied at the level of key commercial groups (cod-likes, perch-likes, herring-likes, tuna and billfishes) in each LME. The models are parameterised using estimated intrinsic growth rates from the best of 41 regression models with stock biomass and landings data (using instrumental variable approach to avoid parameter bias) for stocks representing their commercial groups, and theoretical carrying capacities derived from landings data since 1950 combined with recent ICES or ICCAT advice. Simulations are carried out under a number of management scenarios, with IUU rates ranging from zero to 90%. Using best estimates of actual IUU rates for different commercial groups in different areas, the study estimates the cost of IUU fishing in each case. Costs are estimated in terms of lost catches from 2008 to 2020, lost end stock in 2020, and lost jobs in the fishing sector, by comparing the IUU case with a zero-IUU scenario.
