| Assessing the Value of Groundwater | The study reviewed the existing literature (UK and elsewhere) on groundwater benefits, within the context of the Water Framework Directive, and set out a framework for assessing the value of groundwater. The study advised on whether the evidence can be used in CBA (and if so how) and demonstrated this with case studies. | Hong Kong Harbour Landscape and Cultural Heritage Stated Preference Survey | This study aimed to elicit Hong Kong residents’ views of the current and potential future states of the harbour and its cultural significance and value. eftec’s role was one of peer reviewing the valuation questionnaire and guide the project’s analysis. | Overview of Valuation of Visual Impacts for Transmission Price Control Review (TPCR) | eftec provided a review of the conceptual approach to economic value in the context of changes in the landscape due to the electricity and gas transmission infrastructure. It explored the scope for using the available evidence in decision-making, and identified gaps in the literature. The study provided a literature review and recommendations for future policy making and research. | Two Day Refresher Course on Economic Valuation | eftec designed a refresher course for those with prior knowledge and working experience of environmental valuation techniques. The course focused on revealed and stated preference techniques, recent developments, value (or benefit) transfer and the use of valuation evidence in policy making and appraisal in general. The seminar presenting material was available to participants. | Introducing the Environment into Flood Risk Decision Making | The study used benefits transfer to incorporate environmental costs and benefits, in line with the Treasury Green Book and flood risk management guidance, into the appraisal of flood and coastal defence options. The study produced a handbook (Flood and Coastal Erosion Risk Management: Economic Valuation of Environmental Effects - EVEE) on the use of the benefits transfer method developed. | Willingness to Pay the BBC Licence Fee During the Next Charter Period | Three surveys (a short addition to YouGov Omnibus survey, a full survey and a survey in which respondents are primed about the contribution of BBC to British society) took place in June 2006. eftec acted as peer reviewer for this project undertaken by The Work Foundation and YouGov. The review tasks included commenting on the questionnaire design, commentary on analytical approaches, auditing at the end of the project and overall troubleshooting as necessary. The project estimated WTP for current and proposed new TV, radio, online and other services by BBC. | Inventory Study on Natural Environment Data | eftec was partner with ADAS on this review of the social and economic quantitative and qualitative evidence on the state of England’s terrestrial ecosystems. The review provided recommendations on the potential use of the evidence and compiled a reference ‘evidence base’ of data, analyses and stakeholder views on terrestrial ecosystem services. | Thames Tideway Stated Preference Study – Phase 2 | The study designed a contingent valuation survey to assess Thames Water customers’ willingness to pay for environmental improvements of the investments to reduce Combined Sewer Overflow (CSO) to River Thames and associated impacts on the fish population, sewage litter and human health. The improvements are additional to the investments in Swage Treatment Works already agreed. | Economic Valuation of The Environment: Policy Applications | eftec organised this one-day seminar for Defra. The seminar allowed the leading practitioners of economic valuation to assess the importance of recent developments in valuation methodology. eftec wrote up and disseminated a synthesis report of the day’s discussions.
