Review of Cost Benefit Analysis and benefit valuation as used in the Price Review 2009 of the water industry
The principal objectives of this study were to review how the water industry had used cost benefit analysis (CBA) and stated preference survey work during the 2009 Price Review. The four main outcomes from this project are: ‘de-mystifying’ CBA, a scoping level meta-analysis of the stated preference results that helps with understanding why benefit valuations differ, mapping the business processes that underpin good CBA, recommendations for work in 2014 Price Review and a practitioners’ handbook.
