Allegra is a Senior Consultant at eftec specialising in the application of economic methods to complex environmental and regulatory challenges. She has extensive experience in analysing market and non-market data using cost–benefit, cost‑effectiveness, multi‑criteria and break‑even analyses across sectors and policy areas including chemicals regulation, natural capital, and nature markets.
Her work spans major UK and EU policy frameworks, such as REACH, CLP, OELs, the Water Framework Directive, Government Buying Standards, and Biodiversity Net Gain, where she has led and contributed to impact assessments, socio‑economic analyses, value chain modelling, and natural capital accounting.
Allegra’s portfolio includes modelling material flows in PVC value chains for Defra, assessing risks from contaminated biosolids, modelling the feasibility of habitat banking in the context of BNG, and conducting economic valuations of coastal and terrestrial ecosystem services. She has also supported multiple industry clients in navigating regulatory changes by examining the economic, social, human health and environmental implications of proposed regulatory changes.
Prior to joining eftec, Allegra worked as an Analyst in carbon accounting, developing expertise in the GHG Protocol and Science Based Targets initiative, and in modelling biogenic emissions and sequestration. She holds an MSc in Ecological Economics and an MA in Philosophy from the University of Edinburgh, with research experience including life‑cycle assessments (LCAs) and life‑cycle cost analysis.
