Graham is a leading expert in chemicals policy and regulation, specialising in the intersection between policy and industry. Joining eftec in 2024, he brings an extensive track record of navigating public and private sector clients through the most pressing and complex regulation challenges.
For the past decade, Graham has been working at the forefront of EU chemicals policy. He has architected several high-stakes impact assessments for the EU’s two cornerstone regulations - REACH and CLP. Graham has recently led eftec’s work on a complex Multi-Criteria Analysis (MCA) on PFAS policy and an evaluation of the impacts of a harmonised classification, demonstrating his ability to transform opaque regulatory priorities into actionable strategies that provide clients with a clear path forward. Graham’s career has spanned top-tier environmental consultancies, having previously worked at Ricardo, and Risk & Policy Analysts (RPA).
Graham possesses a unique multidisciplinary edge, fusing high-level policy analysis with data engineering. By leveraging his proficiency in PHP, JavaScript, and MySQL, he is able to transform complex regulatory requirements into bespoke software solutions.
Graham holds a MSc in Environment & Development from Lancaster University and a BSc in Geography from University of Plymouth.
