Victoria Reeser

Victoria Reeser joined eftec in October 2021. She specialises in nature markets, natural capital, and the economics of habitat transformation. Her work focuses on generating robust, decision-relevant evidence on the costs, benefits, risks, and financing of nature recovery, with a particular emphasis on woodland, peatland, and landscape-scale restoration.


Victoria’s work spans nature market design and evaluation, natural capital accounting and valuation, and economic appraisal of land-use and restoration options across public, private, and third-sector projects. She brings strong analytical expertise in cost–benefit analysis and market assessment, and natural capital accounting. Her work is underpinned by effective stakeholder engagement, including interviews, workshops, and surveys, ensuring that policy, land manager, and investor perspectives are embedded in economic analysis. She also has extensive experience in translating complex economic data into practical insights for policy makers and business leaders.


Victoria was also a member of the OECD advisory panel Youthwise, which included speaking at ministerial meetings and climate and economic panels on the intersection of youth and the environment. She has authored Moving to Net Zero—Closing the ambition gaps on climate mitigation and adaptation, which is available on the OECD Forum Network.


Victoria holds a BA in History from the University of Pennsylvania and an MPhil in Development Studies from the University of Cambridge.
